Tour operators and travel agencies
Tour operators and travel agencies are two separate categories in Mongolia. Travel agencies are retail providers of tour operators and specialize in booking tickets, hotels, events, while tour operators plan tourist products, services, and are responsible for promoting and organizing such tours. The government of Mongolia issues special permits to tour operators depending on their infrastructure, experience in the industry, the number of employees, tourists handled, and other factors.
